Human rights activist James Rhodes has just arrived in Tijuana Mexico a city of corruption and intrigue where nothing is quite what it seems. When a number of people are found shot dead in a tunnel and a pair of Californians who had come to do some trail bike riding disappear without a trace Rhodes investigation begins. With a hunch the recent crimes may have something to do with a hotly contested upcoming election and with the permission of the U.S. State Department Rhodes joins forces with a reluctant local police detective to delve deep into Mexicos drug trade.
