Thunderstone Tribal Police Officer Teddy Sharpe (Lou Diamond Phillips) has dedicated his life to protecting the community. Tormented by past shame he is tasked with teaching a new partner how policing is done differently on the ‘res.’ When local criminal Ritchie Blacklance is released from prison he returns to Thunderstone to settle old feuds, leaving a trail of violence in his wake.
